    يطالب الدول الأعضاء بوضع موضوع رعاية الأطفال الفلسطينيين وحمايتهم على رأس الأولويات التي تستوجب الاهتمام لما يتعرضون له من قتل متعمد وإعاقة جسدية وقهر وتدمير نفسي على أيدي سلطات الاحتلال والمستوطنين الإسرائيليين، فضلا عن عرقلة تعليمهم ورعايتهم الصحية من خلال عمليات الإغلاق الداخلي والخارجي وحصار المدن والقرى وقطع الطرق الموصلة إلى المدارس والمستشفيات.
  • The universal service shall also be available outside such municipalities and populated areas to any Person requesting such service at the prevailing standard connection and other rates for the Basic Public Telephone Service charged by the relevant Universal Service Provider, provided however that in such circumstances the Universal Service Provider shall be permitted to recover from such customer the full incremental cost of connection over and above the average cost of connection of the Licensee if and to the extent such cost exceeds the Licensee’s average cost of 50 man hours work plus 500 JD.
    كما يجب أن تتوفر الخدمة الشمولية خارج هذه المدن والقرى والتجمعات السكانية لأي شخص يطلب الحصول على مثل هذه الخدمة مقابل الالتزام بالأجور الموحدة السائدة المتعلقة بتأسيس الخدمة والأجور الأخرى المتعلقة بالاستخدام لخدمة الهاتف العامة الأساسية التي يتقاضاها مزود الخدمة الشمولية المعني، وذلك بشرط أن يسمح لمزود الخدمة الشمولية في مثل هذه الظروف أن يطالب هذا المستخدم بكامل التجاوز عن معدل التكلفة المترتبة على تأسيس الخدمة وذلك الى المدى الذي تتجاوز فيه هذه التكلفة متوسط التكلفة على المرخص له والمحددة حاليا بخمسين وحدة (ساعةx رجل) مضافا إليها 500 دينار أردني.
